In 1962 in Baltimore, mute Elisa Esposito lives an uneventful life as a cleaning woman in a secret underground research facility, her only friends being her neighbor Giles and her co-worker Zelda, who is capable of interpreting Elisa's sign language at work.
One day Elisa discovers that a human-like amphibian creature, captured from the Amazon, has been transported to the laboratory.
Elisa feels attracted to the mysterious and lonely creature and, with the help of her friends, tries to protect it from impending experimentation at the hands of the military.
